Strategic Planning and Data

Network Aim: To provide a space for discussion, collaboration and communication for those working within planning Higher Education in London. The Network seeks to identify current issues affecting the sector, with particular focus on the implications from a London perspective. The network aims to look ahead to identify planning challenges in the future and support members to engage with these issues and proactively seek solutions.

Membership: Directors of Planning, COOs, DVCs, Policy Advisors.

Chairs:

Dr. Julie Leeming, Head of Strategic Planning, the Institute of Cancer Research, University of London.

Julie has over 25 years of HE planning experience. At ICR she provides advice to the university leadership on policy initiatives, funding and performance. Her responsibilities include:

  • support for REF2029;
  •  horizon scanning for changes to HE;
  • assessing impact on ICR via evidence-based briefing papers;
  • analysing the likely impact of policies and other external drivers;
  • analysis of grant letters, including assessing impact of changing funding models; and
  • assurance and modelling of data submit to external bodies.

Prior to the ICR, Julie held the role of Director of Planning at St George’s, University of London (2016-2024); she has also worked in Planning at Queen Mary, University of London and at the University of Greenwich; and prior to that in a London public health authority.

Julie is on the Executive of HESPA (Higher Education Strategic Planners Association) and is a member of: the Higher Education Data Insight Group (HEDIG) and the JISC Student Data Forum.

Dr. Rosa Scoble, Director of Strategic Planning, Brunel University of London.

Rosa is Director of Strategic Planning at Brunel University of London. Her areas of expertise are in the development of institutional strategies and, more specifically, research environments, metrics and pathways to impact. She is also an advocate for Open Research and the use of responsible metrics.

Her office is responsible for supporting the university strategy, the management and review of the academic planning cycle (including student number planning), management of risk, internal audit, and setting and monitoring of KPIs. The office also provides analysis of sector policies and business intelligence. She led Brunel’s RAE and REF submissions in 2008, 2014 and 2021. She also led a number of projects under the Jisc HEIDI Labs programme.

Rosa was a member of HEFCE’s Leadership, Governance & Management strategic board. She is on the Executive of HESPA and a member of the REF2021 Institutional Level Environment pilot panel.
