Opportunity Cost: Access to HE and the cost of living crisis in London

This report assesses the impact of the cost of living crisis on progression to higher education (HE) in London. There is a growing body of evidence highlighting how inflationary pressures and increasing costs have led to widespread challenges for current HE students in supporting themselves financially – what has been termed a ‘cost of learning crisis’. But less is known about how and where cost pressures manifest whilst students are still deciding on whether or not to progress to HE. 

This report looks at how students weigh up the opportunity costs associated with HE, in a context of decreasing maintenance support for them in real terms on the one hand and increasing living costs for them on the other.
